It's obviously a festival of some kind with floats and since the RNLI is a national organisation there might be a good reason why they took part in this particular event, wherever it was. Agreed, and it's too flat to be a Welsh coastal town. I've looked at a few now... On google Image search I selected the top section and as people have suggested it returns South East towns and London. More fun than key wording! RNLI flag and now a naval band? Coastal town? I know at some point my grandparents moved from Petts Wood to East Dean in Sussex '62/'63 early and seeing the RNLI in that high street carnival picture I am thinking Eastbourne. That would tie up with chalk but not the London bus stop. Other places my family lived, Kemsing near Sevenoaks and prior to that Orpington and Bromley but none of those are chalk soils. All their regular cycling took place around Kent, Sussex and Surrey area for daily rides out so I am guessing it is likely to be somewhere there. I had considered Orpington High St. Relatives of my wife live in Bromley - I thought I recognized those houses and the style of the shops. Not Orpington specifically, just the region. But didn't look far enough. It occurs twice ( High St - Court Rd ) in the Francis Frith Collection. And on a postcard. And here in the 1984 video on Youtube. I found that the carnival procession started here, went down High Street to the war memorial, turned down Spur Road, then onto Court Road, and ended in Goddington Park.
