Neither, they're usually on-set stills, or occasionally frame enlargements, from the production company or whoever owns the publicity rights- it could be another picture library. The one you've found looks like the latter. Skellig Edition and ZDF were co-producers with Herzog's production company. Photographing off-screen would be a breach of copyright, of course. What I don't get is that often, like in the case of the photo above, the exact same movie still is on Alamy from a variety of contributors. It happens all the time on Alamy- contributors here find themselves competing with themselves with images they put on other libraries years ago. Non-ex of course.
