I was on the top of a tour bus so could only grab a quick shot as we went by. I'll submit it as it is, maybe some buyer has the skills to fix it. That's what it looks like to me. So putting a fence there would not be accurate. Maybe I'm wrong, can just see the top of the rail behind the man.
