Pets are property. You can still submit them but state that there is property in the image and you do not have a release. Or get a property release so you can say you have one.

I would think unless the cat is unique in some way or another that you WOULDN'T need a release. In my experience telling a particular cat apart from another would be particularly difficult. Dogs, cattle, reptiles... the same thing. I'd love to see where it says that you'd need a release for an animal. Again, unless it's a celebrity animal or unique/distinct in some way.
