Click on the sky 

At the bottom of it, there will be a + sign

That's where you choose your own clouds/sky

It's been many moons since I last used Elements and, presumably, it has come on leaps and bounds since. However I have found sky replacement very easy in my steam age copy of PS (which doesn't have any clever sky replacement feature) by  just using layers and the selection tools.
