New/other editions are included provided no more than 15% of the content has been changed - it's often used to be that you could have a new impression of a book provided no more than x amount of material was new/different. That even went down, IME, to the case of a new ISBN book which from a division of a major publisher with about 30% content change.... had a good argument over that.
