There are four or five similar ones of this procession Would this be a Bastille day event in a village called La Bourboule? From this the next shot is Nr Mont Dore so I assume that we are in area of " the Puy-de-Dôme department in Auvergne-Rhône-Alpes in central France". After this is a sequence of Troyes which is FAR away from Vienne. I can't see anything in either town.
