New Year Puzzle

For you knowledgeable people, I need help identifying who this plaque commemorates.

I have tried all the google searches, translations etc but got nothing apart from it is something to do with the Russian revolution with the obvious date of '1918 -1924'

It is a scan of a slide taken in Moscow in 1990, I have had a bit of trouble with statues etc from this date as a lot of the memorials seem to have been moved or destroyed.

Anybody speak Russian? Or good with faces?

Text on the board: "In this house in 1918-1924 there was the People's Commissariat for Food, which was led by a prominent figure in the Communist Party and the Soviet state, an ally of V.I. Lenin, Alexander Dmitrievich Tsyurupa."

Don't know who it is, and the slide doesn't show the whole inscription, but the lower line of small type has "V. I. Lenin" at the end.

Yes, I can link it up now, went into that store and bought my Grandad a Russian fur hat!

It was a very interesting trip with perestroika and Russia opening up.
