Public domain images

Hello

Searching for historical images of Montevideo, Uruguay I found this one:

This image was uploaded to WikiMedia commons for me (AlanJAS) on january 3, 2018. I get that images with a friend that works in the Museum.

The image is a public domain in the Uruguayan code (protects until 50 years of the death of autor).

Alamy can sell that images and get money for that???

I need an explanation.

No reason why not, with English keywords, although anyone who wanted it could just use the CC version for free. Of course you can't mark it as exclusive.

I'm reading this as the OP saying that he uploaded the image to Creative Commons because a friend worked at the museum, for the public good if you like, but someone else is selling it on Alamy.

 

If so then I'm wondering is there anything to stop this, should there be? What's to stop loads of people selling this or other similar images on Alamy. Actually I think they probably do already if you look at out of copyright postcards and artworks etc.
