The writer Matt Steinglass, is the Europe correspondent of The Economist, but there's no equivalent article in his own paper. In the print version the subtitle is A full English Brexit. The title reads something like: Harry Potter's world is at most a slightly exaggerated version of the system chaos in the UK. Brilliant pick of this image as an illustration! (Which of course resonates with and is readily readable for Dutch readers.) wim edit 1: translation - not perfect, but surprisingly good. The last sentence is not about the weather.
