I've had several sales recently for "marketing - excludes advertising".

The latest is for a travel company for 'marketing package use'. Sounds like advertising to me.

Can anyone tell me what the difference is?

I think it's the direct offer of a product or service versus calling attention to a product through an advertising medium such as a magazine.

 

Since the use is commercial and requires releases in either case, I don't see how it would make much difference for stock photography.

I would think it would cover things such as brochures you send to your customers or have out at trade shows, flyers you hand out.  Possibly in a catalog you give your customers.  Those type of promotional items.
