Steve F
I would suggest you can't assume his origin, he could be French born.

Cannes France,Center Centre Croisette,Rue Hoche, utility repairman technician, North African man worker, upgrading Internet communications network, I didn’t report that I also tag in ALL my Cannes images: French Europe European EU, plus other repeating tags… …so although not in order someone searching, say, “French North African” or “European North African” will get my image included. In US, it is common usage: Asian American, Black African American, etc. Are you thinking worker is NOT of North African descent? Why? North Africans are largest minority in Cannes, AFAICT... Just a suggestion Jeff. I class you as the expert with your collection compared to mine. I had this argument with a friend a while ago, on the difference between nationality and ethnicity. As an example, say I had Chinese parents, but I was born in the UK and I'd never been to China. I might get a bit annoyed if someone labelled me as an Asian. I take your point in your image that the likelihood is that they are of NA ethnicity, I wouldn't care to speculate as to their nationality. I took a bunch of pictures at London Pride recently. I normally label images as having a man or woman in them if it's a single person. The Pride images, I just labelled as 'person' - didn't want to mislabel someone... Steve F
I'm thinking it's more likely to be telecoms than electrical, bearing in mind the size and colouring of the cables (could be wrong though,!). Telecoms, telecommunications, underground utility, buried utilities, drawpit (the chamber), inspection chamber

I have textbook-image-supplier background; publishers need ethnicities to maintain diversity that school boards selecting textbooks require... I don't know but doubt editorial images with mistakenly mislabled ethnicity are libelous -- I've never been, after 10K+ published ethnically ID'd people images, been legally or verbally pursued, nor heard of anyone who has... regards jg, rendering legal opinion without license... In the UK there's usually some reference to what lies beneath, at least on the newer equipment such as internet cable.
Michael Ventura
The guy could be working on buried fiber optic cables. Look that up and see if there are comparable images.

Johnnie5
Its a fiber optic splice case and he is using a portable fusion splicer. He would be a Cable Splicer here in the US. https://www.commscope.com/product-type/cabinets-panels-enclosures/closures-terminals/fiber-splice-closures/?page=2&pageSize=12 Edited August 25 by Johnnie5 add job title
