I'm only guessing here but from the plumage it looks like a young (juvinile) bird which does not have its adult feathers yet, so could be a little difficult to identify.

 

I am no expert but looking through my wild birds book all the images of owls with the feathers as shown above are young and can be quite similar to each other regardless of species.
