Release for (Public) Pet Photo

There seems to be mixed views on this, so I'm wondering if there's a definite Alamy rule.

I have a lot of photos of dogs from a local dog park.

Do I need a release for a non-editorial use? Are dogs "property"?

Officially dogs are property and you should have a release for them.  Whether someone could spot their Golden Retriever from another in a photo is had to say.  I mark all my dog photos as RM with no releases.  Leave it up to the publisher to make the decision.

I'm certain I would recognize the two German Shepherds I had as a teenager, the white Pit Bull I had as an adult, or the terrier mix I have now. If there was any doubt I'd probably recognize the local dog runs. 

Here in New York some of these dogs work in tv, or in fashion shoots, so using an unreleased photo of a dog commercially may not be as simple as you might expect.
