On first sight, it looks like Dicranoweisia cirrata. / Common Pincushion which is a very common moss species found on trees. 

Of course, a 100% sure determination is just impossible without close-up shots. So, this is a very, very wild guess (there are 12,000 species of moss out there)  ;)

I realised just how many there were when I did a bit of googling which is why I've thrown it in here to see if anyone could give me a definitive answer.
